Foreign Caregivers' Language Exam Triggers Debate in Japan

TOKYO, Aug 11 (IPS) - Wahyudin dreams of becoming a full-fledged caregiver, if not a certified nurse, in Japan. But the Indonesian worker must first pass the required Japanese-language national certification examination, which is far from easy. Until then the 29-year-old Wahyudin, a registered nurse in his home country, will remain a caregiver trainee in an elderly-care facility in Yamada city in western Tokushima prefecture, where he has worked since arriving in Japan two years ago.

$460 Million Sought for Pakistan Flood Relief

UNITED NATIONS, 11 August (IPS) -- With an estimated 14 to 16 million people affected by what the Office for the Coordination of Humanitarian Affairs (OCHA) calls "the worst monsoon-related floods in living memory," the U.N. launched a humanitarian flash appeal today seeking 459.7 million dollars for relief efforts in Pakistan. "The disaster is continually getting worse," said John Holmes, U.N. Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator.

U.N. Chief May Be Heading for Showdown with Israel

UNITED NATIONS, Aug 10 (IPS) - When the Israeli government gave its blessings to a U.N. panel of inquiry probing the military attack on a flotilla of ships carrying humanitarian aid to Gaza last May, there was widespread speculation that Secretary-General Ban Ki-moon may have struck a backdoor deal over its mandate. Asked at a press conference Monday whether he agreed to a secret understanding that the panel will not interview members of the Israeli security forces accused of killing nine Turkish civilians on board that ship, the secretary- general laboriously ducked the question.

Trial of "Child Soldier" Opens at Guantanamo

UNITED NATIONS, Aug 10 (IPS) - Omar Khadr was only 15 when he was captured by U.S. forces in 2002 in Afghanistan. Now, eight years later, the 23-year-old is on trial in Guantanamo Bay, in the first military commission trial since the beginning of the Barack Obama administration. The Pentagon-appointed defence attorney, Lt. Colonel Jon Jackson, has called the case "the first one against a child soldier in history".

Homeless Take On Israeli Forces

RAMALLAH, Aug 10 (IPS) - A bruising battle of will is taking place between Israeli security forces and Palestinians recently made homeless after two Palestinian villages were razed and hundreds left homeless. During the last few weeks over a thousand heavily armed Israeli riot police, soldiers and police, at times accompanied by helicopters and bulldozers, have clashed with the expelled Palestinians and their supporters as the latter attempt to rebuild the villages.

MELBOURNE, Australia, Aug 10 (IPS) - Late on a hot summer morning in January 2008, 46-year-old Aboriginal elder Mr Ward climbed into the back of a prisoner transport van for the 360- kilometre, four-hour journey from the small Western Australian goldfields town of Laverton to Kalgoorlie, a larger mining centre, where he was due in court to face drink driving charges. But Ward, whose full name cannot be used for cultural reasons, never made it.

BUENOS AIRES, Aug 10 (IPS) - The Argentine economy is making a rapid recovery after the impact of the global financial crisis last year, but experts warn about the limits to growth, which will reach a ceiling shortly unless investments increase. After a year in which GDP grew by barely 0.9 percent, a far cry from the annual average of close to eight percent over the previous six years, economic activity in this South American country is back on track, led by industry, thanks to a buoyant domestic market and strong export performance, especially in agriculture.
