Critics Want Japan's Law on Foreign Trainees Scrapped, not Revised

TOKYO, Jul 25 (IPS) - The Japanese government may have revised the country's laws in response to complaints that its system of hiring foreign trainees at lower wages is exploitative, but calls remain for the latter to be scrapped altogether. Labour lawyers and rights groups working with foreign trainees, almost all of them from Asian countries who arrive in Japan with a three-year visa, say the programme is simply not working.

JERUSALEM, Jul 25 (IPS) - Once upon a time, Israel for all its shortcomings, was regarded by much of the world as a true and vibrant democracy. Israelis themselves were never shy of parading their country as "the only democracy in the Middle East." With Israel's occupation of the Palestinians becoming ever more a fixture soiling Israeli democracy, for some time the world has grown less and less sure of the sureness of Israel's democratic character.

Worse Than HIV, the Stigma

VIENNA, Jul 25 (IPS) - Kiren Kaur, 37, has come to terms with HIV she contracted from her husband in 1997. The HIV positive status, per se, is not difficult to deal with. But dealing with the stigma that comes with it is an excruciating experience. "My HIV status does not bother me any more," she told IPS at the global conference on AIDS that concludes in Vienna Jul. 23. "It is the double stigma that I face as a widow and an openly HIV positive person that is painful. It is stigma that prevents me from enjoying an intimate relationship (with my family)."

Anger Rises Over U.S. Tax Dollars for Settlements

RAMALLAH, Jul 25 (IPS) - Anger has arisen in Palestinian areas over reports that millions of tax-exempt dollars from the U.S. are being funneled towards Israel's illegal settlement building in the Palestinian West Bank -- in flagrant violation of international law. This is happening under the nose of the U.S. administration despite its claims of support for a two-state solution and criticism of Israel's continued settlement building.

Palestinians Remain Split, U.S. Doesn't Adjust

WASHINGTON, Jul 22 (IPS) - Last summer, a tight consensus formed in Washington around Palestinian Authority (PA) Prime Minister Salam Fayyad's plans to build up state-like institutions in the West Bank and revive the territory's sagging economy from the lingering effects of the Second Intifada. But the strategy - while still overwhelmingly popular in the West a year into its implementation - is facing strong criticisms: Experts on Palestinian politics are now questioning its effectiveness and whether, with Gaza still isolated, the agenda is counter-productive to forming an eventual, unified Palestinian state.

China's Poor West Gets an Uncertain Push

BEIJING, Jul 22 (IPS) - China is stepping up its 10-year-long effort to develop its vast western regions, home to energy and mineral resources crucial to its future growth. So far, the campaign's results have been mixed. Earlier in July, China's Communist Party announced a plan to invest more than 100 billion U.S. dollars in 23 infrastructure projects "to promote the fast and healthy development of the western areas," according to 'China Daily', a state-owned newspaper.

Women Prepare to Set Sail Past Israel

BEIRUT, Jul 22 (IPS) - The 'Maryam', an all-female Lebanese aid ship, currently docked in the northern Lebanese port of Tripoli, is getting ready to set sail for Gaza in the next few days. The ship, which aims to break Israel's siege on the Palestinian territory, will carry about 50 aid workers, including some U.S. nuns keen to deliver aid to the long-suffering women and children of Gaza.
